Open your image in Photoshop and duplicate your background layer. Yow will now have a new layer "Layer 1".See Image below.
Make Layer 1 active and Choose Hue and Saturation adjustments and slide the Salutation slider to -100 .You now have an additional layer(hue and saturation ).You should have the result below.
Select Layer 1 and change the blend mode to color dodge and press CTRL + I to invert. You should have the following result.
With Layer 1 still selected, apply a Gaussian Blur filter, enter radius of 7.0 (Depending on the initial qualities of your image, the radius amount can totally differ.Actually I recommend you put an amount you prefer depending on you imaginative !).The more the amount ,the more the detailed the image will be,so the lesser the better. See image below.
With layer 1 still selected, add levels adjustment and slide the inputs(blacks) to make the facial features more robust. (You may also want to brush away any blackness that is too much by making sure setting the foreground co to black, pick the brush tool its size relatively high maybe 400 pixels ,hardness 0% and opacity 40%).See image below.
Now brush with a bush too.Settings in the above italicized paragraph. After brushing ,you can definitely harmonize the dark and bright colors adjust mid-tones for a nice pencil feel.
This is my resulting image.
